What do the construction completion levels mean (structural, grey stage, turnkey)?

Properties can be purchased at different completion stages. Below is a brief overview of what each stage includes.

Structural

• the main load-bearing structure of the building is completed (walls, slab, roof structure)
• the basic construction structure is already standing
• windows, interior works, and mechanical installations are not yet completed

• installed gutter system

Grey stage

• the structure and roof are completed
• exterior windows and doors installed
• plastering and mechanical installation outlets completed
• flooring, painting, and sanitary fixtures are not yet installed

• the front boundary fence of the property

Turnkey

• fully finished, fitted kitchen units, move-in ready condition
• flooring, painting, and interior doors completed
• sanitary fixtures and electrical fittings installed
• operational mechanical systems (heating, water, electricity)

How does the purchasing process work step by step?

Romania’s new property sales regulation — commonly known as the “Nordis Law” — provides greater security for buyers of newly built properties. The process consists of several steps, and each stage is legally regulated.

1. Property selection

• the buyer selects the suitable property within the project
• the property can be reserved for a short period of time

2. Preliminary contract before a notary

• the purchase commitment is made in an official form before a notary
• the preliminary contract is immediately registered in the land registry

3. Deposit and escrow account

• the deposit can be a maximum of 10% of the purchase price
• payments are deposited into a special protected escrow bank account
• funds in the account may only be used for the construction of the given project

4. Protection for buyers

• registering the preliminary contract in the land registry prevents multiple sales
• therefore the same property cannot be sold to more than one buyer

5. Final sale and handover

• after the construction is completed, the parties sign the final contract before a notary
• the property is handed over to the buyer in the previously selected completion stage
